Changes made:

  1. Removed all SODIUM_LIB_DIR environment variables
  2. Removed all env -u SODIUM_USE_PKG_CONFIG from build commands
  3. Added apt-get install libsodium-dev pkg-config (and libssl-dev for arm64) before each build
