- Create new LIBSODIUM_BUILD_FIX.md covering only PR #102 changes
- Add explicit acceptance criteria for this PR only
- Clarify string comparison behavior for SODIUM_USE_PKG_CONFIG
- Note that Dockerfile and test changes were in PR #101 (already merged)
