fix: install jq in Linux/Windows build containers

Add jq package to apt-get install commands for:
- build-linux-amd64
- build-windows-amd64
- build-linux-arm64

This fixes upload failures where jq was not available to parse
the release API JSON response.

Tested:
- YAML syntax validation ✓
- jq command parsing ✓
- Error handling logic ✓
